The user can have a consultation with a certified dentist in their area while state-of-the-art technology allows the consumer to share focused imagery of the affected area so that the problem can be precisely diagnosed.

I like this as it is in essence a mini, patient initiated, telemedicine app.

I am curious as to how it would be paid for and distributed. Will patients pay to download the app? Probably not. Will dentists be required to sign on for a fee to be included in the app? Somewhat like a newfangled 1 800 dentist. If so the success of the app will depend on enough dentists in many areas signing up.

Will dentists buy a license and then distribute the app? Or will it be sold to dental insurance plans who will then limit it to their customers and their contracted dentists?
